Periodic technical inspection for Powered Two-Wheelers

The motorcycle industry supports the principle of EU harmonisation, but proposes 4-2-2 intervals for Powered Two-Wheelers (PTW), taking into account average mileage of this vehicle category.

The motorcycle industry supports the principle of EU harmonisation, but proposes 4-2-2 intervals for Powered Two-Wheelers (PTW), taking into account average mileage of this vehicle category.

The European Commission’s proposal to extend mandatory Periodic Technical Inspection (PTI) to motorcycles, scooters, tricycles and quadricycles could offer benefits, provided it does not burden the user with unjustified costs.

L-category vehicles, such as motorcycles, scooters and mopeds, are already subject to periodic inspections in sixteen countries of the European Union. ACEM, the European Motorcycle Industry Association, supports the principle of further harmonisation of roadworthiness checks. PTWs are being increasingly used as individual means of transport in Europe’s cities to solve congestion and parking problems, and PTI can bring tangible benefits to safety and environmental emissions for the vehicle fleet.

Periodic inspection contributes to maintain polluting and noise emissions controls installed as original equipment, it supports durability requirements and reduces tampering, while limiting the use of illegal replacement exhaust silencing systems.

However, ACEM urges the European Parliament and Council of Ministers to adapt the proposed periodicity to the average mileage of recorded by the PTW fleet. Dependant on the vehicle category, PTWs annual mileage is three to five times lower than passenger cars.  Therefore, ACEM supports 4-2-2 periodicity, with the first check taking place four years after purchase and subsequently every two years, instead of the 4-2-1 periodicity in the EC proposal. This is in line with currently applying provisions for passenger cars, and would allow for a cost-beneficial introduction.

ACEM will continue being involved in the process, providing its technical expertise to the legislator, and supporting a balanced outcome.

Jacques Compagne, ACEM Secretary General stated: “The EU-wide introduction of Periodic Technical Inspection for PTWs answers the increasing share of PTWs in European cities. It is a recognition for the growing role of PTWs as a mobility alternative at EU level. We believe that the results of introducing Periodical Inspection across all Member States will be positive provided the process is cost effective and conducted in fair way for the user, especially in those countries which currently do not foresee such a measure”.

The MAIDS-study (Motorcycle Accident In-depth Study www.maids-study.eu) found out that technical failures are a primary causation factor in 0.3% of accidents, while in 5% of cases technical failures are a contributing factor.

Environment: The Laboratory on Applied Thermodynamics (Thessaloniki Greece), evaluating the potential impact and cost effectiveness of different environmental measures, confirms that periodic inspection “is one of the most effective measures that can be taken to reduce emissions. The decrease of emissions achieved in 2012 is 5% for HC and 6% for CO saving in the period some 19 kt of HC and 140 kt of CO. [...] The total cost effectiveness is better than the introduction of some of the emission standards so far.”
