UK Prime Minister praises Wheels to Work as part of the government’s ‘Big Society’

Recognising role of Powered Two-Wheelers in rural areas UK Prime Minister’s bestowed ‘Big Society’ award for Wheels 2 Work scheme. The idea behind the awards is to recognise organisations or individuals who have contributed significantly to the good of the local community. This particular scheme has helped over 2,500 people find a way to travel to work since it began 16 years ago.

Commenting on the award, Prime Minister David Cameron said: “Wheels to Work does a great job of tackling the basic issue of making sure everyone who needs to travel to a job is able to do so. This is an invaluable service without which many of these young people would have to move away from their friends and families.  It also helps young people to find employment and stay in the rural villages where they have grown up which is important in maintaining these diverse and vibrant local communities.”

This recognition comes soon after Minister Richard Benyon endorsed the concept as a “mainstream solution for transport problems” in rural areas, during his keynote speech at the newly formed Wheels to Work Association’s Annual Conference last month.

BigSocietyW2WRun by Shropshire Community Council, the award winning scheme has focussed on loaning mopeds to people in rural areas, who would not otherwise be able to get to and from work or training.

In recent years, the Shropshire scheme has expanded to include a range of travel options, including electric bikes and also to help young disabled job seekers with driver training.  The team also work with rural employers to help recruit and retain staff, particularly for positions requiring shift work, which in turn boosts the rural economy.

David Cameron continued: “The fact that the scheme has now been replicated around the country is a testament to how effective it is and how important it is to rural areas.  It’s fantastic that the service has now extended to help people with disabilities find jobs and independence too.  I hope Wheels to Work continues to grow and give even more people the chance to work and live wherever they want to.”

Davina Allen, Development Coordinator for Shropshire and Telford & Wrekin Wheels 2 Work, said: “We are delighted to win this award, and be recognised for the success of the Wheels to Work scheme. This scheme has made a life changing difference to so many people over the years and we’re proud of all they have gone on to achieve for themselves, their families and communities.”

Nicky Bassett-Powell – acting National Coordinator for the Wheels to Work Association added her congratulations: “This is fantastic news for the team at the Shropshire and Telford & Wrekin scheme.  As pioneers of the concept, they deserve this recognition. Wheels to Work embodies the ideals of the ‘big society’ in that it empowers local people and communities to make a difference.  We are hearing very positive comments from the Government about Wheels to Work and this further endorses the model as a mainstream solution for those facing transport problems in rural areas.”

The Big Society Awards were set up by the Prime Minister in November 2010. The aim is to acknowledge individuals and organisations across the UK that demonstrates the Big Society in their work or activities. In so doing, the aim is also to galvanise others to follow.

Case studies:

Elizabeth McDonald is a 41 year old carer from Telford.  Elizabeth had been unemployed for 4 years before securing work as a career at a residential centre for a people with learning and physical disabilities in Ironbridge.  In her first month of employment she spent £250 on transport, often using taxis when she needed to work a night shift or spending 3 hours each day on buses and walking.  Elizabeth joined the scheme in January 2013 and now has a 50cc moped on loan, saving her time, money, and giving her independence back.  She has already started saving and plans to be in a position to buy a 125cc moped at the end of her Wheels 2 Work loan.  

Chris Mason is a 29 year old manual worker from Clungunford, an isolated village in rural Shropshire.  He was walking up to 15 miles a day in order to work at the Shropshire Spice Company in Clun.  Chris joined the scheme in November 2012 and now has an electric bike on loan.  This has enabled him to save money for an ebike of his own. He is currently trialling new ebikes for Wheels 2 Work and has provided feedback to inform the purchase of a new fleet in the next month.

ACEM presented the view of the industry at Public Hearing on Periodic Technical Inspection

On January 22, the Committee on Transport and Tourism of the European Parliament held a public hearing on the roadworthiness package. ACEM was invited to present the view of the industry. Antonio Perlot, ACEM Public Affairs Manager, presented MEPs with the position of the motorcycle industry regarding roadworthiness testing welcoming the initiative as an effective measure in controlling emissions from motorcycles.

Powered-two wheelers: the smart choice for urban mobility

Europe’s cities are main engines of economic growth, but today’s urbanisation trends are generating increased congestion, greenhouse gas emissions, air pollution, noise, waste of energy and avoidable associated costs. Quality of life and prosperity in European cities rely on efficient and sustainable mobility while economic and individual development of citizens depend also on affordable and adaptable transport options.

ACEM's brochure is aimed at highlighting the advantages of PTWs, which today also include tricycles, minicars, and light commercial quadricycles. Powered-two wheelers are a great solution in everyday travel in cities combining low running costs with ease of use and extreme flexibility, adapting to the needs of individual mobility in today's increasingly congested cities.

Motorcycle industry reinforces advertising policy with road safety in mind

ACEM, the Motorcycle Industry in Europe, today announced the reinforcement of its advertising policy detailing the commitment of ACEM Members to improve the road safety of motorcycle, scooter and moped riders. This set of guidelines outlines a common approach to socially responsible communication, which will be applied across the 27 Member States of the European Union where ACEM members operate.

The 2010 ACEM report is now available in full online. The study examines in detail the state of the L-category industry in the EU and examines the importance of a wide range of European policies for the sector, including transport, road safety, industrial and international trade policies.

It also provides concrete and actionable recommendations for policy-makers and regulators at European, national and local level to reap the societal benefits of motorcycling.

The Safety Plan for Action of the motorcycle industry is now available for download

Safety is a top priority for the Powered two-wheeler industry. ACEM, the Motorcycle Industry in Europe, dedicates energy and resources to acquiring and analysing data regarding road safety and powered-two wheelers in order to identify and prioritize areas for improvements. This process follows an integrated approach looking at human, vehicle and infrastructure related factors, seeking to involve policymakers and other relevant stakeholders at European, national and local level.

Powered-two wheelers in India represent an essential means of personal transport providing Indian citizen with an efficient solution to urban congestion at affordable cost. More than 8 million units are sold in the country every year, making India the second largest motorcycle and moped market in the world. The European Association of Motorcycle Manufacturers calls upon the European Commission to secure a balanced and fair trade agreement, which provides for complete market access to the Indian market.

Protective Equipment for Riders, an industry-led safety campaign developed within the eSUM Project

Motorcycling apparel can help motorcycle, scooter and moped riders reducing the effects of accidents. Nonetheless the benefits of good quality motorcycling clothing are still widely underestimated. With the aim of encouraging a wider take-up of protective gear ACEM has released a booklet in seven languages with indications on which equipment to choose.

This brochure has been developed within the eSUM Project ensuing from the cooperation between ACEM and four European motorcycling capitals (London, Paris, Barcelona and Rome). The goal is the identification, practical demonstration and adoption of measures for the safer use of powered two-wheelers in the inner-city traffic.

While much is being done on aspects such as vehicle safety features, training and awareness raising, improvements in road safety can be achieved also by promoting protective motorcycling wear adapted to the type and the use of vehicle. Most riders use helmets. However moped riders and commuters tend to neglect the benefits of protective equipment in terms of safety and comfort. In Mediterranean countries, for example, due to their warm climates, users are still widely unaware that good apparel can combine comfort and safety.

The goal of this booklet is to provide some simple guidelines supported by scientific evidence to help increasing the number of motorcyclists equipped with appropriate protective clothing.

About eSUM

eSUM - The European Safer Urban Motorcycling Project is a collaborative initiative between the motorcycle industry, local authorities of the principal European motorcycle cities and universities to identify develop and demonstrate measures designed to deliver safer urban motorcycling.

The project aims at improving diagnosis of the urban PTW challenges, identifying and applying good practices in Urban Motorcycling Action Plans, demonstrating advances in the state-of-the-art, adopting good safety practice through preferential treatment in the implementation of urban traffic management policies and strategies.
